Sutton comes into the 17, with the NRL giving the Green Machine approval to add Kai O'Donnell to their extended bench - which will be reduced to 19 on Friday at 7.35pm.
Horsburgh has a case of gastro, which will force him out of the starting 13 for the first time this season.
The fiery redhead ran for 129 metres and made 58 tackles in the loss to the Knights last weekend, and was one of the few Raiders middle forwards who was able to gain any sort of momentum.
Sutton has been battling a calf injury, but has returned to full fitness and was named on the Raiders' extended bench to face the Tigers.
It will be his first game since Canberra's round-25 loss to the New Zealand Warriors last year, after which he was omitted from the side for the entire finals campaign.
MORE RAIDERS NEWS
Sutton could potentially start at lock, while Sia Soliola - or maybe even Siliva Havili - could come into the 13 to take Horsburgh's place.
Knights fullback Kalyn Ponga tormented the Raiders' right edge last weekend, with five of Newcastle's six tries set up on that side.
But Raiders coach Ricky Stuart felt the blame couldn't just be put on the shoulders of the right edge and he wanted more from his middles to prevent those tries.
Raiders right winger Nick Cotric, who has formed a new partnership with centre Curtis Scott this season, said they'd been working to solidify up that edge during the week.
They've played just four NRL games together since Scott's switch from the Melbourne Storm.
"We're all new to each other so we've just got to work on those combos that we've got," he said.
"We'll fix that, just little trust things, but we addressed that and we're good to go."
