Former National Cyber Security adviser Alistair MacGibbon called the attacks on Australia "abhorrent" behaviour but wouldn't go as far as naming the likely culprit.

The Australian Strategic Policy Institute did. It said the attack was "95 per cent or more" likely to have been launched from China because of its scale and intensity.

China has denied any part in the attacks, saying such suggestions are "baseless".

Meanwhile, a spike in Victoria's COVID-19 infection rate is making it a national pariah. South Australia and Queensland are now reconsidering opening borders to Victorians.

This morning Victoria announced 19 new cases and the state is extending its state of emergency for at least four more weeks and ramping up its police enforcement of lockdown rules.

On a more domestic front, gang members involved in the killing of Solomone Taufeulungaki have been urged to come forward. Victoria Police today appealed to those who witnessed the Deer Park attack to help bring the teenager's killer to justice.

In the US with the coronavirus death toll about to reach 120,000, President Trump held an indoor campaign rally in Tulsa where six of his staffers tested positive on Sunday.

Numbers attending the rally were below expectations, with thousands of empty seats in the auditorium, for which Trump blamed the "fake news" media.

At the rally Trump referred to the virus as "Kung Flu" and told crowds that he urged officials to slow down testing in the country because case numbers were climbing so rapidly. The White House later said Trump was joking, but who would know?

Mexico has reported 4717 new infections and 387 additional deaths in the past 24 hours.

Mainland China reported 26 new confirmed coronavirus cases today, and South Korea has reported 48 new cases.

India has confirmed 15,413 new infections, the biggest one day increase reported since the start of the country's outbreak. A further 306 deaths have also been confirmed.
