Transport Minister Chris Steel said it would decrease travel time to and from the city by minutes.
Meanwhile, construction on the William Slim Drive road duplication is due to start later in the year, with a tender to go out next month.
The speed limit on Gundaroo Drive will be reinstated to 80km/hour between Gungahlin Drive and the Barton Highway in the coming weeks, when works in the median strip finish up.
It's the second stage of the project, after the first - from Gungahlin Drive to Anthony Rolfe Avenue - faced significant delays and budget blowouts.
"This is a significant milestone," Mr Steel said on Tuesday.
"This project has been underway since March 2018 and has caused some disruption for the Gungahlin community.
"It's very pleasing to see this new road open which will provide a faster, smoother and quieter connection through to Belconnen and the city.
"We think this was a bottle neck prior to the duplication.
"Gungahlin residents will be very pleased now with their road network and will hopefully be able to go through to the city much quicker than before."
Mr Steel said the work to duplicate William Slim Drive will see further disruption for commuters in the region in the years to come.
The exact start date for construction is not yet clear, but Mr Steel said it was due to begin in the spring.
A tender will open month for the construction work.
