The fee cut will be $15 for senior divisions, with players expecting shorter seasons after coronavirus threatened to cancel competitions this year.
ACT rugby general manager Craig Leseberg said: "The discount is based upon a reduction in competition length in many regions this season, but more importantly an awareness that families and individuals are experiencing considerable financial pressure during this unprecedented time."
"I would also like to acknowledge and applaud the decision from the ACT Government to waive ground hire fees for the 2020 rugby season. This has removed a substantial expense and further eased the pressure on our local clubs."
Players who paid their fees before the start of the season will get a refund, with the registration portal to reopen on Thursday to include the adjusted prices.
ACT rugby is also encouraging individual clubs to consider registration reductions to make rugby affordable for families this season.
Canberra soccer is doing the same, with players to get a collective discount of almost $700,000 to play in their coronavirus-affected seasons.
Canberra contact sports can resume full training this week, with some trial matches already scheduled for July 11 in preparation for the next phase of the government's COVID-19 recovery plan.
The John I Dent Cup regular season will begin in July 18, with a fixture list to be announced in the coming weeks.
