Rushton will become the sixth UK import for the Green Machine when he joins Josh Hodgson, John Bateman, Elliott Whitehead, Ryan Sutton and George Williams in the capital.
Rushton is yet to make his Super League debut, but was expected to break into the Wigan side this season.
England has been a happy recruitment ground for the Raiders in recent years, giving coach Ricky Stuart an avenue to build a side capable of winning an NRL title.
Rushton's arrival could come at the same time as Bateman departs, with the injured back-rower still weighing up his contract options after being granted permission to test the market.
Bateman has a contract with the Raiders until the end of 2021, but he could be given an early release if a rival club is willing to offer him an upgraded deal. Bateman has also been linked to move back to England.
