Matthews had been preparing to race the Tour, but was caught by surprise when Sunweb opted to race him at the Giro d'Italia instead.
The 29-year-old won the points classification in 2017 and has three stage wins under his belt.
Sunweb coach Marc Reef said Matthews would instead aim for stage wins at the Giro and also race Milan-San Remo.
"We are responsible for the entire team. We're a team and we take everything with us," Reef told Wielerflits.
"With this distribution of the program, I think we have the best chance of achieving our goals."
