Anyone returning home to Canberra from Melbourne will have to get an exemption from the the ACT government from Wednesday.

Chief Minister Andrew Barr said all territory residents would be approved to return home, but must notify ACT Health that they intended to do so.
The exemption will be needed to cross the Victorian and NSW border, or to fly to Canberra from Melbourne as of 12.01 Wednesday.
People returning from Victoria will be required to quarantine for 14 days when they return home.
"ACT residents will be required to notify ACT Health of their intent to return to the ACT, and provide details on how they intend to travel back to the Territory and where they intend to quarantine," Mr Barr said.
"Any ACT resident that is unable to safely quarantine in their private residence will be provided with options of suitable accommodation where they can quarantine at their own expense."
Victorians will not be allowed to enter the territory unless granted an exemption for exceptional circumstances.
"If there is an exceptional need for someone to travel to the ACT, they will have to apply for an exemption at least 48 hours before they intend to travel," Mr Barr said.
"Anyone from Victoria trying to enter the ACT without an exemption will be denied entry."
The border closure comes as Victoria on Tuesday recorded 191 new coronavirus cases - the biggest daily tally in Victoria since the pandemic began.
All returning ACT residents must notify ACT Health of their intent to return to the ACT. Residents must provide the following details to COVID.Exemptions@act.gov.au:
- Name
- Date of birth
- Home address
- Phone number
- Email address
- Travel details (flight number, by car etc)
- Date of entry to ACT
- Date you were last in Victoria
- Details of address of where you plan to quarantine in the ACT.
