But it could make finding middle cover even more important for the Green Machine, who are also in the midst of a middle forward injury crisis.
The Raiders will travel to the Banana State to play the North Queensland Cowboys in Townsville on August 1.
Under the current agreement between the NRL and the Queensland government, all NRL players are required to have had the influenza vaccination to be allowed to play there.
The Raiders have three players to have the flu shot - Josh Papalii, Joe Tapine and Sia Soliola, although the latter won't be available having had surgery on a nasty face fracture.
While Queensland has relaxed its border restrictions - except for anyone living in Victoria - the NRL said there were no plans to ease the requirements around flu injections.
An NRL spokesman said there has been "no change to the Queensland government's vaccination policy".
A spokesperson for the Queensland Health Minister Steven Miles also told The Canberra Times they wouldn't be changing the requirements.
It means Papalii and Tapine would need to either have the injection or get an exemption on medical grounds to be allowed to play.
If they didn't then the Raiders would be without two more middle forwards to take on the Cowboys.
They're already missing Soliola (face), Corey Horsburgh (foot) and Emre Guler (ankle), and given they released Jack Murchie, Luke Bateman and JJ Collins it means their prop stocks will be even thinner.
Those injuries are why the Raiders are currently scouring the market to bolster their depth, with Canberra coach Ricky Stuart speaking to clubs and player managers to see what's available.
Manly travel to Townsville to play the Cowboys the week before and they face a similar problem with their prop Addin Fonua-Blake, who will return from a two-game suspension for abusing a referee for that game.
Fonua-Blake has also refused to have the flu shot.
"Sia will be out. We'll watch what Manly do and then see what happens," Furner said.
"I'm sure if the rules don't could apply for an exemption or perhaps the Queensland government might change their rules by then.
"We'll about that the week leading up to that. If they need the shot before maybe they'll take it, I don't know.
"I haven't even discussed it or thought about it. We'll worry about it that week."
