The errors are becoming too constant and an embarrassment to the game.
His calls come as NRL head of football Graham Annesley admitted the bunker got it horribly wrong in sending Raiders winger Bailey Simonsson to the sin bin for a professional foul.
It proved a costly decision with Melbourne winger Josh Addo-Carr scoring in the corner where Simonsson should have been defending.
Just one converted try separated the two teams at the final whistle.
But it's unclear whether there will be any repercussions for those who made the costly call.
Stuart felt there should be and either the NRL had the wrong people in the bunker or Annesley and referees boss Bernard Sutton shouldn't be in charge.
"We've either got to get rid of the bunker because they're not getting it right or Graham Annesley or Bernard Sutton have to be replaced," he said.
"The NRL have to make a decision whether it's the bunker or Sutton and Annesley in regards to getting this correct because at the moment the game is becoming an embarrassment with the incorrect calls.
"It's happening way too many times. What's happening at the moment, in regards to the big decisions in games, the two people who are at the head of it have to take the accountability.
"It's either they haven't got the right people in the bunker or those two people can't do their job.
"Our fans, our coaches and our players are sick of Graham coming out and being the hero and saying, 'He got it wrong'."

The Simonsson sin binning wasn't the only match-defining error the bunker has made, with it also failing to award Manly a penalty in the dying seconds of their loss to Newcastle.
That penalty could have allowed the Sea Eagles to level the score and send the game to golden point.
In Simonsson's case, he was contesting the ball with Addo-Carr.
Referee Grant Atkins sent the contest upstairs to check for a potential penalty try, but the footage clearly showed Simonsson only had eyes for the ball with contact incidental.
But video ref Steve Chiddy ruled it was a professional foul and Simonsson was given his marching orders in the 28th minute.
Melbourne immediately took advantage of the extra man.
Annesley told The Canberra Times on Sunday Simonsson hadn't intended to take Addo-Carr out.
"In my opinion we got this one wrong," he said.
"Both players were scrambling for the ball and in that situation there was always going to be some sort of contact, but I don't believe there was any intent to take Josh Addo-Carr out.
"I think the bunker is overanalysing these incidents from a technical point of view, instead of just looking at incidents from a fan's perspective to decide what most people would consider a fair and reasonable decision."
In the post-match press conference, Stuart was left questioning how the NRL could spend so much money on the bunker only for it to keep making mistakes.
"We should never have been a man down. There is no way in the world he should have been sent to the sin bin," Stuart said after the game.
"I don't want to make a big issue of it, but I just don't understand how we use all this technology and money and still get it wrong because there was no way Bailey Simonsson should've been sent from the field when he was going for the football."
It's unclear whether there will be any fallout for Chiddy, who was in the bunker for the Newcastle-Parramatta game at Newcastle on Sunday.
The NRL said they would conduct their weekly review before announcing the next round of appointments on Tuesday.
Stuart wasn't confident there would be any changes.
"They got it wrong. Simple as that. Like they did in the Manly game. But they'll be back in the box again next week," Stuart said.
