It comes as the Queensland government closed their border to anyone who has been in Sydney suburbs Liverpool and Campbelltown in the past 14 days.

The NRL has reacted by reintroducing their original Apollo protocols for all of the 12 clubs based in NSW and the ACT for at least the next two weeks - something that had been coming since the weekend.

But the NRL still has a current agreement in place with the Queensland government for players to come and go to the Banana State. At the moment.

NRL chief executive Andrew Abdo also said it was "status quo" for any players who haven't been vaccinated for influenza.

That means Raiders duo Josh Papalii and Joe Tapine will either need to gain a medical exemption or have the flu shot to play in Queensland.

Given the Raiders' current injury toll they couldn't afford to lose another two players when they play the North Queensland Cowboys in Townsville on August 1.

Queensland Premier Annastacia Palaszczuk declared on Tuesday the Queensland border closed to anyone who visited the Liverpool and Campbelltown hotspots - which will affect any NRL players in those areas.

At this stage, aside from the tightening of protocols, it won't affect the Canberra Raiders players given the ACT has just five active coronavirus cases.

But that could change in the coming days - or hours - as the COVID-19 virus continues to spread.

The reinstated protocols means the Raiders players can no longer go to cafes or play golf, and they can't have visitors to their home.

Raiders lock Joe Tapine had been concerned about the return of the restrictions, but said they would do what they needed to to keep the NRL going.

"Yeah definitely. I'm waiting for that day where all the restrictions are lifted," he said on Tuesday morning.

"I'm getting pretty uptight sitting at home and not being able to go see family as often as I want to, but we've got to do what we've got to do to keep the game going at the moment.

"If it's going back then that's what we're going to do."

Tapine could be faced with a tough decision in regards to the flu shot with Abdo revealing there had been no change in the requirement for him to have one.

If Papalii and Tapine were ruled out of the Cowboys game, then it would further add to the current outs.

They have John Bateman (shoulder), Sia Soliola (face), Corey Horsburgh (foot), Emre Guler (ankle) and Bailey Simonsson (shoulder) all on the sidelines, with Bateman the only one who could be fit any time soon.

And he's about four-to-five weeks away.

"We don't have an exemption for that [not having flu shots]. It's the status quo at the moment," Abdo said.

Abdo confirmed they did have a contingency plan to relocate to Queensland if needed, but he felt it would be more likely to move the four teams based in Queensland - the Cowboys, Brisbane, Gold Coast and Melbourne - to NSW.

That would likely allow the Raiders to remain based in the ACT and continue to travel to and from their away games on game day.

"It's much easier for us, if you think about it logically, to protect the players and the clubs where they are at the moment," he said.

"Minimise contact with others and, as we're doing at the moment with charter flights, you've got two teams only exposed to each other.

"That's the first layer. The second layer is if we do need to relocate and we have restrictions around border controls is to think about how we might move four Queensland teams into NSW because that's far more practical.

"At this point in time we're hopeful we don't need to get there."
