Rodrigo, a former Australian junior representation, will take the reins with Weatherburn as her deputy, while Emily Brady and Layla Bahgat are the under-23s team leaders.
Rodrigo said the endorsement from her coaching staff and teammates has made the appointment even more significant.
"I am beyond grateful for the supportive team environment we have made with the Capital Spirit. Leading this group in our first season is so exciting for me," Rodrigo said.
"We're all very grateful we can play some netball. Each team in the competition is as fast and physical as the next and I am confident that our preparation will ensure we make an impact on the competition in our first season."
After leading the Canberra Netball Association to the State League title last year, Weatherburn jumped at the opportunity to be a part of the Capital Spirit Program in 2020.
The players will get a warm up when the State League begins on Friday night before narrowing their focus to a clash against North Shore United on July 22.
