Cotric looks set to join the Canterbury Bulldogs next season after the Green Machine pulled out of negotiations on Thursday morning.
The Raiders withdrew their $1.5 million, three-year offer - with an option for two more years - after Cotric's management asked for more money on Wednesday night.
It's believed the Bulldogs have upped their offer to a three-year deal believed to be worth $650,000 a season.
It's believed family reasons have played a role in Cotric's decision, but The Canberra Times was unable to contact Cotric or his management.
"We did everything possible to keep Nick, especially him being a [Canberra] junior," Raiders coach Ricky Stuart said.
"It's disappointing but we did everything we can and it gets to a point where you've got to make a decision going forward and that's why the offer was withdrawn.
"Nick's a lovely young guy who I've enjoyed coaching. It's sad we can't keep one of our local products, but we've got to move forward.
"I just hope the advice and opinions he's been getting is going to be the right one for him because he's still very young in his career."
There was even more bad news for the Green Machine on the injury front with outside back Michael Oldfield ruled out for two-to-three weeks with a hamstring injury.
He came off at half-time of the Raiders' gutsy 24-20 victory over the Sydney Roosters in the grand final rematch at the SCG on Thursday night - allowing young Fijian flyer Semi Valemei to make his NRL debut.
Oldfield now becomes the eighth Raider on the sidelines with injury, although Curtis Scott will come into the selection mix after missing the Roosters win with an arm infection.
The 29-year-old has had a horror run with injuries, getting them at exactly the moment he has a chance to establish himself in the team.
He joins Josh Hodgson (knee), John Bateman (shoulder), Sia Soliola (face), Corey Horsburgh (foot) and Emre Guler (ankle) on the casualty list.
It means Valemei is in the mix to make his run-on debut against South Sydney at Canberra Stadium Saturday week - although Scott could also come straight back into the starting side.
Cotric has become a mainstay on the Raiders' wing since debuting against the North Queensland Cowboys in round one of 2017.
He's since scored 37 tries in 80 NRL appearances for Canberra.
It's a blow for the Raiders given the deadly combination he's formed with co-captain Jarrod Croker on the left edge.
It's believed Cotric wants to play in the centres - something the Bulldogs have offered despite not currently having a coach since the sacking of Dean Pay.
Raiders coach Ricky Stuart believes Cotric's a winger - a position the 21-year-old has played for Australia and at State of Origin level.
Canterbury were reportedly set to announce the signing on Friday afternoon.
Meanwhile, the Raiders got some good news from the match review committee with both playmakers Jack Wighton and George Williams cleared of any wrong doing after they were put on report for separate incidents involving Sydney Roosters winger Brett Morris.
