Health Minister Rachel Stephen-Smith said the testing centre would be up and running by the end of next week.
It will be located in the northern carpark of Jenke Circuit in Kambah.
Ms Stephen-Smith said it would be open from 9.30am to 5pm seven days a week, staffed by Canberra Health Services.
"Members of the public seeking testing will remain in their cars and there is no risk to the local community," she said.
"Security staff will be present 24 hours a day."
It comes after a new clinic was opened at Garran Oval earlier in the month.
It was originally touted as a drive-through and walk-in clinic, but the government has since abandoned the drive-through element.
Canberrans can also be tested at the EPIC through-through and Weston Creek walk-in centre.
The public can also access free testing, by appointment, at YourGP@Crace and Lakeview Medical Practice in Tuggeranong.
