Albert Yen-Gah Yu, 39, fronted the ACT Magistrates Court on Thursday charged with one count of stalking.
He did not enter a plea, and Magistrate Bernadette Boss referred him for a mental health assessment.
Mr Yu was arrested on Wednesday and taken to the City Police Station.
Police allege Mr Yu stalked his victim between January 2017 and July 2020, and contacted them on several occasions.
