Police allege the driver of the Hyundai was clocked at 123km/h in a 100km/h zone but sped away from officers when they attempted to pull him over, at around 10.30pm Thursday.
The 22-year-old allegedly reached 190km/h but pulled over after his passenger told him to. He then allegedly returned a positive roadside drug test.
He will face court at a later date on speed and drug driving offences.
Officer in charge of traffic operations Detective Inspector Marcus Boorman said the behavior was reprehensible.
"Driving at that speed, under the influence of drugs and failing to stop for police is a recipe for disaster," he said.
"There is zero tolerance for people who think they can make up their own road rules and endanger the lives of everyone else on the road."
