The ACT club industry was going through a difficult time, but no more so than any other industry in Canberra during the 1980s. The onus was on club directors to ensure their viability in an increasingly competitive market.
There were 429 licensed premises in Canberra, including 72 licensed clubs. A seminar was conducted by the ACT Licensed Clubs Associates, which represented 43 of them.
The president of the association, Mr Jim Roche, said that some Canberra clubs were trading well, but most were not enjoying economic growth, and some were in severe financial trouble.
