As revealed by The Canberra Times, clubs and players are currently in limbo with both the $9.9 million salary cap and the 30-man rosters both potentially to be reduced for next year.
That's still being worked through between the NRL and the Rugby League Players' Association, with the Green Machine hoping it will be finished by the end of August.
The squad sizes could reduce from 30 down to as low as 26, but regardless Raiders chief executive Don Furner said they would keep a spot for both Rapana and Soliola.
Soliola's currently recovering from an horrific facial fracture - finally eating solids again after suffering the injury against St George Illawarra six-and-a-half weeks ago.
"We won't have any spots anyway, whether it's 26 or 28. There's still Jordan Rapana, Sia - we're keeping spots open for them," Furner said.
"We'd love them to stay, but just the uncertainty of what the roster size will be and what the salary cap will be just asking them to be patient.
"That's certainly our aim [to keep them]."

The feeling is mutual. Rapana wants to hang around, having had a brief dalliance with Japanese rugby union over the summer.
"I love it here in Canberra. This is where I want to be. Probably don't have too much longer in my career so to finish up here would be ideal," the 31-year-old said.
"I've made a home here and I love it here."
Rapana was part of an unchanged 17 for the Raiders clash with the Gold Coast Titans on the Gold Coast on Saturday - the third week in a row Canberra coach Ricky Stuart has been able to keep the same side.
While Rapana suffered a slight hamstring injury in the win over Brisbane, he said it would be fine.
He also thought they would get some troops back over the final six rounds, with prop Emre Guler (ankle) out of his moonboot and Sia Soliola (face) close to resuming contact work.
The Titans will be without lock Jai Arrow (shoulder) and centre Dale Copley (chest), while Gold Coast coach Justin Holbrook named Kevin Proctor ahead of his visit to the judiciary to fight his biting charge.
"First carry actually I felt a little twinge. Turning 31 doesn't help, getting old. It was fine," he said.
"I got through the game, ran on it [Monday] and it was fine. Hopefully it was just a grade two carry on."
