Papalii's run down and ankle tap on Jamal Fogarty early in the second half saved a certain try, and helped the Raiders secure a 36-16 win - their five in six matches.
"Papa will go down as one of our greatest players ever when he retires," Stuart said.
"I don't say that lightly but he will go down as one of the greats of this club and it's a very deserving accolade or piece of commentary because we've had some greats here."
It's huge praise from three-time premiership winner Stuart who played alongside the likes of Mal Meninga, Laurie Daley, Steve Walters and Brett Mullins.
"That chase on the young half [Fogarty] and his ankle tap on what should've been a try really, he showed you what the jumper is all about and what the type of character these boys have inside them," Stuart said.
"That's within us, that's a part of our makeup. There's a lot more to it, we work a lot in regards to those types of Dean Lance contributions."

Titans coach Justin Holbrook said the game could well have swung in his side's favour had Fogarty escaped the clutches of Papalii.
"He managed to veer towards the only way he could've got tackled," Holbrook said.
