The Greens have offered to support a controversial plan to force Google and Facebook to pay Australian news organisations for content, but only if the ABC and SBS are covered by the industry code.
The minor party also wants the Morrison government to ensure the survival of Australian Associated Press by providing the national news wire with about $5 million from a federal public interest news gathering fund.
Greens senator Sarah Hanson-Young said the power imbalance between tech giants and Australian news organisations was unsustainable.
Senator Hanson-Young said the mandatory media bargaining code must protect public broadcasting and public interest journalism, and there was no reason to exclude the ABC and SBS.
"Public broadcasters deserve a fair return for what they produce and what the tech platforms benefit from," she said on Monday.
Senator Hanson-Young also said it was important Australia's only independent news wire service was supported.
"It would be unconscionable for the government not to find a way of supporting AAP while introducing a code that supports other media players," she said.
"AAP is key media infrastructure that helps new players into the market and diversity across Australia's media landscape."
The Greens want the mandatory media code to allow small and independent companies to band together through collective bargaining.
Facebook is threatening to remove news articles from Australian feeds if the mandatory code is legislated, while Google has warned it could downgrade its search engine and YouTube services.
The government is hoping to finalise the code within the next month and introduce the legislation to parliament before the end of the year.
The Greens could sideline Labor and crossbench senators by supporting the coalition.
Communications Minister Paul Fletcher has previously said the public broadcasters have been excluded from the code as they have "secure government funding", and that they would benefit from proposed minimum standards on issues not related to payments.
