The 37-year-old Wanniassa man is expected to face the ACT Magistrates Court on Friday charged with high-range drink driving, fail to stop at an intersection and breach of bail.
Police said the man was seen failing to stop at a stop sign at the intersection of Denison and Carruthers Streets in Hughes, about 2.30pm Thursday.
Police stopped the car a short time later and the man allegedly returned a positive roadside alcohol screening test.
He was taken to Woden Police Station where he was tested again and police alleged he returned a blood alcohol content of 0.351.
Officer in charge of Woden Police Station Detective Acting Inspector Chris Ball was baffled by the irresponsible nature of the driver's behaviour.
"I can't understand what goes through someone's head thinking it's OK to operate a motor vehicle under the influence of alcohol, particularly at the level of intoxication of this driver," he said.
"It is astonishing that someone hasn't been seriously injured or killed due to this driver's incredibly stupid decisions."
The driver was served with a 90-day Immediate Suspension Notice and charged.
