The Raiders are still sweating on scan results for England international John Bateman (elbow), with more expected to be known on Tuesday.
Regardless of the results, Whitehead wanted the strongest possible Green Machine running out against the Sharks at Kogarah on Saturday.
The Raiders have wrapped up fifth spot on the NRL ladder, but can climb to fourth if they beat Cronulla and then Parramatta lose to the Wests Tigers later that night.
It's why Whitehead was desperate there wasn't a repeat of last year's final round when Bateman, Charnze Nicoll-Klokstad, Sia Soliola and Jordan Rapana were all rested - although the Raiders were guaranteed of finishing either third or fourth back then.
"We want to win. We want to get that win and go into the finals. We want to put a bit of pressure on Parramatta," he said.
"If we win and they lose we'll go fourth so we'll be going down there to win. We won't be resting any players that's for sure. We need to build some momentum leading into the finals."

Whitehead's the type of player who gives everything he has when he's out on the field - as shown by the way he seamlessly switched from the second row into the halves to cover first the loss of George Williams (concussion) and then Jack Wighton's sin-binning in the win over the New Zealand Warriors.
Plus he even gave the contents of his stomach to the cause midway through the game after he got crunched in a tackle and was just winded - although he was able to finish the game.
Whitehead produced a ridiculous try from two kicks in one play and also produced an intercept that led to another try.
It drew praise from Raiders coach Ricky Stuart, who has the good fortune of using Whitehead wherever he needs him - in the middle, centres, halves and even in his favoured position in the second row.
But Whitehead was quick to play down his impact and heap praise on Wighton for stepping up in Williams' absence.
"I hope I never have to do it again to be fair, I didn't really know what I was doing," Whitehead said.
"I was just running around and trying to look good.
"I thought Jacko stepped up well as well. He controlled it. Usually George takes that position and Jack had to do that and he stepped up and I was just running around off of him."
