The party says it would increase funding for elective surgery and emergency departments by $120 million over four years.

An extra 70,000 elective surgeries would be completed in the next term of government under the plan.

It is 10,000 more surgeries than what Labor has promised.

The Liberals say they would add 400 more health staff, including 200 more nurses.

Liberal health spokeswoman Vicki Dunne - who is not re-contesting her seat in the election - said the party would achieve the surgery goal by running theatres longer, and recruiting where there were shortages.

"The problem with Labor is that they are always playing catch up," she said.

"They can never get ahead of the game and that's why our health system is in the state of crisis that it's in.

"We will build our elective surgery war chest to go above and beyond."

It came after the party pledged to increase bulk billing rates by offering GPs business assistance rebates.

Mrs Dunne said GPs would have to show they were increasing bulk billing rates by an agreed amount to benefit from the assistance.

"It will be performance measured and it will be performance measured very, very closely," she said.

"We are told the biggest costs to most GPs are the costs of their staff and the costs of their rental."

She did not directly answer whether the Liberals would lobby the federal government to increase the Medicare rebate.

"I think there is always more to be done in health it doesn't matter which jurisdiction you look at, and it is a very complex area," Mrs Dunne said.

"What we're doing is acting immediately to provide relief for Canberra families."

The Australian Medical Association has suggested providing low income families with bulk billing vouchers to redeem at local GPs.

But Mrs Dunne said her understanding was that it would be in contravention of the health insurance act.

"I'm not going to have a fight with the feds about this," she said.
