The Canberra man was the only division one winner in Tuesday's Oz Lotto draw, walking away with more than $11.2 million.
He told The Lott the extraordinary win would go towards a house for his parents, and one for him.
"I had the ticket in my wallet and I just pulled it out and scanned it on the app," he told The Lott officials.
"When I saw $11 million appear on my screen I just about fell out of the car.
"I am freaking out. I can't believe it."
The man had hoped for bit of spare change to cover his bills, but said the prize was the beginning of a new life.
"My parents have struggled forever so I can't wait to tell them that I will be buying them a house," he said.
"And then I'll be able to buy myself a house as well. I can't comprehend what that will be like."
He purchased the ticket Charnwood Newsagency, but the unregistered ticket had not been claimed since Tuesday's draw - prompting a search for the mystery winner.
Charnwood Newsagency owner Stephen Dowling said he was thrilled the winner had come forward and checked his ticket.
