The recommendation came from a Legislative Assembly inquiry into building quality issues plaguing Canberra's construction sector.
The government has responded to the 48 recommendations, rejecting outright four of them.
It has agreed to implement 12 of the recommendations.
The long-running inquiry had called for the government to establish an independent building commissioner, who would be tasked with ensuring developers, builders and other professions complied with construction standards.
The committee members wanted a higher profile and more powerful construction sector watchdog, after numerous witnesses raised concerns about the lack of government regulation and enforcement in the sector.
But Sustainable Building and Construction Minister Rebecca Vassarotti said the industry already had enough oversight.
"This is not because we don't support an independent statutory officer with overarching responsibility for regulating building work, but because in the ACT we already have an independent statutory officer with overarching responsibility for regulating building work," she said.
The government also rejected a suggestion to require display homes to have the same building quality as the development they represent.

The government said most display units would be of a lower quality than the final product, and that there were laws already in place to protect buyers from being misled about their purchases.
The government has pledged to provide more transparent statistics regarding disciplinary action against licensees, and, as previously announced, implement a team of public certifiers.
It will also consider changing legislation to make developers, in addition to builders, liable for breaches of statutory warranties.
