Education Minister Yvette Berry said the $888,000 spend would allow 10 teachers each year until 2025 to complete a masters degree in teacher librarianship.
Ms Berry said there was a shortage of qualified teacher librarians in Canberra and the scholarships would help more teachers complete the additional study.
"Teachers are the single most important factor to secure good educational outcomes for students," Ms Berry said.
"A qualified teacher librarian supports students, classrooms and whole schools by enhancing digital and information literacy, resourcing the curriculum and helping students become critical, creative and collaborative thinkers."
