Horsburgh was put on report for two separate shoulder charges in two separate trials on Saturday, while also getting involved in some push and shove with Angus Crichton.
But the match review panel cleared Horsburgh - although he's still waiting for the NRL integrity unit to finalise his punishment for an off-season drink driving charge.
Previous punishments for similar incidents would suggest he's likely to miss the Raiders' season-opener against the Wests Tigers at Canberra Stadium next Sunday.
There also hasn't been a decision on Corey Harawira-Naera's drink driving charge, with the Raiders forward to face court in three weeks.

Meanwhile, Raiders co-captain Josh Hodgson revealed coach Ricky Stuart's not the only one with selection headaches.
The development of the Green Machine's halves can make it tough to choose who to pass the ball to.
Just like it's going to be tough for Stuart to pick 17 players for round one from the plethora of talent he has in the squad.
Raiders halves Jack Wighton and George Williams took control of the team when Hodgson went down with a season-ending knee injury last year.
But now the hooker's back they've had to find a balance between the three of them in steering the team around.
Hodgson played 40 minutes in the Raiders' trial against the Sydney Roosters on Saturday - his first game since round nine last year.
He was one of 36 Raiders to visit 20 schools across Canberra on Monday, helping deliver the NRL's League Stars Inspire program.
"I thought it was pretty good," Hodgson said.
"Looking back at last year and seeing them both really step up, and Jack having the best year he's ever had and getting the Dally M Medal - he's certainly coming into fruition.
"He's in the form of his career and George's talk in this off-season has been fantastic.
"He's really been marshalling the team around in training and been that voice of where we're going, what point we're going to and what play's going on, being a little general like you need your scrumhalf to be.
"Some promising signs - always some things to work on as you never have a perfect game, but I'm really blessed to have a fantastic half either side of me.
"When they want the ball it's sometimes a headache because they both can do so much.
"It doesn't look like it's on and they can create something out of nothing - as we saw with Jack's try on the weekend. It's certainly a good headache to have."
