A crash near the intersection of Canberra Avenue and Hindmarsh Drive about 9.30am closed one lane heading towards the CBD and "significant traffic delays", the ACT Emergency Services Agency said.
"Paramedics are assessing patients at the scene with no major injuries reported," it said about 10am.
"The community is advised to avoid the area while emergency service crews work to clear the incident."
Earlier, a significant multi-vehicle pile-up closed parts of the Tuggeranong Parkway during the morning peak hour.
Six cars crashed into each other while travelling northbound on the Parkway near the Cotter Road intersection just after 8.20am on Tuesday.
The crash has led to the closure of one northbound lane on the road, and drivers are being urged to avoid the area.
An ACT Emergency Services Agency spokeswoman said multiple patients were being assessed at the scene, but no major injuries had been reported.
"There are quite significant delays along the road and multiple tow-trucks are required, so people are urged to avoid the area," the spokeswoman said,
Police have warned drivers of dangerous conditions on Canberra's roads with up to 90 millimetres of rain forecast to fall on Tuesday.
The heavy rain, caused by the weather system that sparked mass flooding across Sydney and the NSW mid-north coast, has led to several road closures across Canberra and surrounding regions.
Coppins Crossing, Uriarra Crossing, Point Hut Crossing and Oaks Estate Crossing have all been closed off to motorists due to the rising water levels.
Flooding along roads in Queanbeyan has also led to the closure of the Morisset Street bridge, and SES crews have warned of the potential for further roads to be blocked by flood waters.
Drivers have been urged to slow down and allow for additional travel time during the wet conditions.
