It sees Dunamis Lui return to the NRL after one week in the NSW Cup, with Ryan Sutton shifting to lock.
But Raiders coach Ricky Stuart has named Hudson Young (knee), Ryan James (concussion) and Sebastian Kris (concussion) to face the Titans on the Gold Coast on Saturday.
Kris was named in the centres to cover Scott's absence - although the 21-year-old will have to complete his concussion protocols during the week.
If he's also ruled out then Stuart has named Semi Valemei and Caleb Aekins in the 21.
Either of them could come onto the wing with Jordan Rapana shifting into the centres.
In a gutsy effort, Scott played almost the entire game with broken ribs he injured after just four minutes.
James has been named on the bench, with Young returning to the second row after missing the heartbreaking loss to the New Zealand Warriors.
Stuart has named Emre Guler as cover for James, while Siliva Havili or Kris could shift into the second row to cover for Young.
