The local quartet all caught the eye of selectors after playing an integral role in Monaro's run to the Country Championships title last month.
Queanbeyan Blues coach Terry Campese, who led Monaro to the crown, will serve as assistant for the Country squad and said his players were thoroughly deserving of their selection.
"[Latu] won man of the match at the country championships final so he's come along leaps and bounds," Campese said.
"He's definitely started the season on fire, it's not long now until he knocks down the door for the NSW Cup hopefully and the Canberra Raiders.
"On the field [Tupou] turns into an absolute freak, he's so strong and powerful that when he gets the ball it takes about ten blokes to pull him down.
"He's a great asset to our team and also to the Monaro team.
"I think very highly of [Wheeler], a great player.
"Unfortunately, in the semi final, he got injured in the last tackle of the game and wasn't able to participate.
"He's 18th man for the Country team and they went back through the tapes and selected him on his prior form."

Campese will miss the next few weeks for the Blues after suffering a knee injury in last weekend's 52-12 season-opening win over the Belconnen Sharks.
The Blues are in action again on Saturday at Seiffert Oval against Yass, who will play their first match since 2019 after sitting out last season due to the COVID-19 pandemic.
"I'm just coaching from the sidelines for the next two weeks," Campese said.
"I was kicking the ball I got knocked in the air and landed awkwardly.
"[Yass] didn't get a game last week so we haven't seen them run around yet. They've got some quality players, some of them in the Monaro squad.
"They're going to be a handful and we're going to have to be at our best to get the victory."
