Stuart's forced to ring the changes after the Green Machine entered early guilty pleas for star trio Josh Papalii, Josh Hodgson and Jack Wighton.
Their losses couldn't come at a worse time, hosting the third-placed Storm at Canberra Stadium on Saturday.
In a further injury blow for the Green Machine, while co-captain Jarrod Croker has overcome his shoulder injury he's been ruled out indefinitely due to an ongoing knee problem.
Papalii will miss the next three games - including the State of Origin series opener - while Wighton and Hodgson will just miss the Storm game.
Ryan Sutton (elbow), Joe Tapine (knee) and Sia Soliola (shoulder) could all come in to cover Papalii's absence if they're cleared to return.
Otherwise, Stuart might have to turn to youth in Darby Medlyn or Kai O'Donnell to cover the absence of the 18 Origin veteran.
Siliva Havili could come in for Hodgson, while Sam Williams and Matt Frawley were Stuart's experienced options to replace Wighton.
Stuart wasn't downplaying the absence of his star trio, especially against the NRL benchmarks.
"They're probably three of our best and most experienced players, playing against one of the best teams in the competition," he said.
"That's how much of an influence it's going to be."
MORE RAIDERS NEWS
Papalii fell foul of the NRL's crackdown on head-high contact, his three-match ban coming on top of being sent off in the 61st minute for his high shot on Canterbury winger Tuipolotu Katoa.
He could be available to face the Brisbane Broncos at Canberra Stadium on June 12 - provided the Raiders successfully apply to the NRL to have Origin I included as part of his ban.
Otherwise, he wouldn't be back until round 15 against St George Illawarra at Wollongong.
Hodgson pleaded guilty to a chicken wing tackle on Bulldogs prop Luke Thompson, while Wighton was sin binned and will also miss a game for a cannonball tackle on Adam Elliott.
The Storm could also be without key players with Harry Grant (hamstring) and Cameron Munster (foot) already out injured, and Melbourne Storm coach Craig Bellamy indicating star fullback Ryan Papenhuyzen (concussion) was also unlikely to be fit after being knocked out in the win over the Dragons on Sunday.
The NRL's crackdown saw another 10 players charged from Sunday's final three games of Magic Round including a whopping potential seven-game suspension for Dragons forward Josh McGuire when the match review committee released their review on Monday.
It took the weekend's totals to 25 players put on report, 14 sin binned, three sent off and 24 charged by the MRC.
NRL football boss Graham Annesley dismissed fatigue from the new six-again rules as factors in the spate of offences.
"Most of the charges that were laid by the match review committee would have been charges in any round of football. We had some serious incidents over the weekend," he said.
"My hope is that next week and the subsequent weeks we will see a greater awareness and a higher degree of discipline."
