Animal welfare inspectors are investigating the incident, which was reported to have happened some time between May 14 and May 16.
An RSPCA ACT spokesman said the cat had been seriously injured in the incident.
The cat is currently being treated by RSPCA vet staff.
However, they declined to provide any more information about exactly where the shooting took place, or the condition of the cat.
Inspectors are speaking to several people who witnessed the animal shooting as part of their investigation.
