The Raiders were one of the 12 NRL clubs that commissioned the Gemba Group to do an independent report into the competition expanding to include a 17th team.
Raiders boss Don Furner was yet to fully examine the entire report, but said the Green Machine weren't against expansion.
Especially since they were an expansion club themselves.
But he said previous ones had impacted the Raiders and any future ones would too.
They used to recruit heavily from Queensland - the likes of Mal Meninga, Gary Belcher and Steve Walers - and New Zealand - Ruben Wiki, Quentin Pongia and John Lomax.

But the introduction of the Brisbane Broncos, New Zealand Warriors and North Queensland Cowboys hurt their ability to keep doing it.
"Is it going to hurt us as much as it's going to hurt the Broncos and the Titans? No," Furner said.
"An uplift in revenue is a great thing for the game. It's just making sure it's for the right reasons, making sure it's commercial.
"There's always pluses and minuses it just has to be thought out, costed out ... these reports help that.
"Our club's not against expansion - we were an expansion club. Since we've been in areas where we've recruited from like North Queensland and Brisbane and New Zealand - they were strong areas we've recruited from.
"A new side will be a new challenge for us."
