A fight appeared to break out in the player's tunnel, with spectators potentially involved, after Croatia striker Thomas James was sent off for stamping on Monaro's David Jenkins in the 73rd minute.
James then got involved in a melee, with punches reportedly thrown, after he'd left the field.
He had just returned from a lengthy ban for a similar offence.
It came after the Panthers lost Tom McLachlan to a straight red for what was believed to be backchat.
On top of the two red cards, there were also another seven yellows in an ill-disciplined affair.
The Panthers took the lead in the 22nd minute through Sebastian Woods, before the home team equalised through Kista Aimilio seven minutes later.
Luke Pilkington's second-half strike then gave Croatia the win.
