It's believed the NRL were also working to ensure the Gold Coast Titans could still play the Raiders at Canberra Stadium on Saturday after South-East Queensland went into a three-day lockdown on Tuesday.

At this stage the Raiders-Titans game was going ahead as planned, without any crowd restrictions - although everyone indoors would be required to wear a mask and the Titans will fly in and out on game day.

All of the NRL went to level four Apollo protocols on Monday, which means they can only leave home to play, train, go to the doctor or to do essential shopping.

Those restrictions were expected to be in place for at least two weeks.

The NRL have decided all Sydney games will go ahead this weekend without crowds and that's the plan for the Raiders' trip to Brookvale next Thursday.

Under the government's current restrictions, anyone who goes to Sydney has to abide by the stay-at-home protocols until at least July 9.

It's hoped the NRL's strict protocols will allow the Raiders to fly in and out on game day using chartered flights.

Raiders chief executive Don Furner said they were happy to return to the strict protocols for the sake of the competition - even though there are no active coronavirus cases in Canberra.

"At this stage we will be playing Manly at Brookvale in front of no crowds," he said.

"That's how the matches are going ahead this weekend in Sydney.

"We obviously need an exemption from the ACT government for us to travel to Brookvale and return and we'll submit that exemption request shortly."

The Raiders will adjust their training time on Wednesday depending on when State of Origin duo Jack Wighton and Josh Papalii get their COVID-19 tests back.

Both returned from Queensland on Monday and were forced to do 48 hours' isolation at home before getting tested.

Then they've been given permission to return to training if they return a negative test.

"Jack Wighton's getting tested today. He has to be cleared this afternoon with a negative test for him to be able to resume back to training ... then he'll be back at training tomorrow," Furner said.

"We've got protocols here in place. It's exactly the same as last year. We're back to level four. It's expected to be in place for at least two weeks.

"The NRL's level-four protocols are stricter than any workplace here in Canberra and we just have to run with that to make the competition continue."

Meanwhile, the NSW Cup has been suspended for the next two weeks due to the Sydney lockdown.
