Police were called to the store on Bowral Street on Thursday following reports customers and staff had not been complying with public health orders.
A 62-year-old manager at the store allegedly told officers she had no intention of complying with the mask mandate.
A female customer, aged 61, entered the store also not wearing a face mask. Police say they requested the woman put a mask on or leave the store, but she too refused.
NSW Police said the elderly employee intervened, demanding the officers leave. Both women were arrested.
As officers escorted the women outside to a police vehicle, they said they were confronted by the 63-year-old man, who yelled at officers before pulling down the face mask of a sergeant.
The man was arrested alongside the women and all three were taken to Southern Highlands Police Station.
The man has been charged with assault and the two women have received $200 fines for failing to wear a mask in an indoor venue.
