A total of 10 cases new cases were recorded in the 24 hours to midnight, four of which were announced yesterday.

Victorian Premier Daniel Andrews said the total number cases linked to Sydney incursions was 24.

COVID Commander Jerone Weimar said the city of Hume was still a cluster of just five cases.

He said there were seven cases linked to Ariele Apartments - the new case was a close contact of a resident.

Mr Weimar said there was a cluster six cases Barwon Heads; the cluster has grown by three, one being a close contact and two being staff at Bacchus Marsh school.

Four new cases are linked to the MCG.

"All these four individuals are not known to each other or the other two people we know were at the MCC," he said.

Across the 24 people, one is fully vaccinated, four have had one dose of AstraZeneca and the others are not vaccinated.

There are two new cases associated with Young and Jacksons, a pub opposite Flinders Street Station.

One of the cases works at the Cerberus naval base and another in Richmond. There are 126 exposure sites.

Mr Andrews revealed he had very positive discussions with the government last night and Victorians would be getting financial support for their five-day lockdown.

Funding for those in Commonwealth-declared hotspots will come from the federal government, while regional Victorians will receive funding paid for by the state.

Mr Andrews said they were looking to make payments automatic, if a business received a payment last time, they will receive it this time.

The treasurer said hospitality and events were eligible for funding and alpine resorts will also receive payments.

Today marks the beginning of a five-day snap lockdown in Victoria. Mr Andrews said yesterday regional areas could be released form lockdown earlier than Melbourne.

Victoria Police have established checkpoints along the Lincoln Causeway to check IDs and travel permits.

It comes as NSW recorded 97 new cases - 29 of which were in the community while infectious.
