The Australian Council of Trade Unions was due to meet for its triennial congress where more than a thousand delegates were to thrash out policy.
But lockdowns and travel bans have made it impossible to fully run the event which has been reduced to a few hours online on Tuesday rather than two days.
ACTU secretary Sally McManus and president Michele O'Neil are expected to be re-elected to their positions.
Both senior union leaders will address congress.
"ACTU executive has decided to limit congress to the essential items required under the ACTU's rules, and re-convene a special congress as soon as practical," Ms McManus said.
"All policy matters which would have been considered at congress will be referred to the next meeting of the ACTU executive, scheduled for September."
