On a frantic day of cross-border discussions between the Canberra Racing Club, Racing NSW and Queanbeyan Racing boss Brendan Comyn, all three parties came to an arrangement that would save the stricken meeting.
ACT Health had refused jockey exemptions late on Wednesday night for five regional NSW riders to enter the Territory for the meeting, prompting the Canberra Racing Club to cancel the event with just six jockeys available to ride.
Those six Canberra-based jockeys, along with trainers and stable staff, will be allowed into Queanbeyan as part of the ACT's bubble with nearby NSW locations.
But Canberra Racing Club chief Andrew Clark has re-iterated the Covid health warning to all trainers traveling to the meeting.

"ACT Health discourages travel so we've told them to bear that in mind with what staff they send to the meeting," Clark said.
"Our club approached Racing NSW this morning and they were fantastic. It's extremely beneficial for the racing industry in the broader region to conduct this meeting.
"Similarly thanks to Brendan Comyn from Queanbeyan for loaning us his racecourse for the day."
Tuesday's meeting will be the first at Queanbeyan since May 16. Racing wasn't due to resume there after a winter layoff until September 6, three days after the next scheduled meeting at Thoroughbred Park.
Nominations for Tuesday's meeting are open until 11am Saturday morning, and acceptances will close at 9am on Sunday. Horses originally accepted for Friday will have ballot preference.
"I got a couple of phone calls today saying if we had have transferred Canberra's meeting today from their course to your course would you have raced, and I said yes we would have, on a good four," Comyn said.
"I've just been on the phone trying to organise barrier attendants and ambulances. The track is looking sensational.
