But smaller businesses will be able to allow some people back into workplaces, in certain circumstances.
It comes after 19,000 people checked into Bunnings stores across the ACT in one day in Canberra during the lockdown.
The new restrictions will come into effect from 11.59pm on Friday, after being announced by Chief Minister Andrew Barr during his daily Covid update.
Only tradespeople will still be able to enter hardware or building supply stores during this time.
The government said the new changes have been made to ensure the safety of the community and the essential businesses that have been operating during the lockdown.
The changes will also allow for non-essential businesses that have not been able to open due to the lockdown to have up to two people enter the workplace to undertake click and collect or delivery services, as well as carry out emergency works and maintenance.
Businesses that have 20 or fewer full time equivalent workers will be allowed to operate under the new restrictions.

The new restrictions also include gyms, health clubs, fitness centres and dance studios to have two people inside the facility to film, live stream or broadcast fitness classes.
Real estate businesses will be allowed to have one person conduct property inspections, while one person may be permitted onto a property for photography or video, but only when no one else is present at the home.
However, house inspections and auctions are still not allowed to take place in person and must be done online.
Canberrans who require urgent waste disposal during the lockdown will now be able to use waste drop-off services.
Increased safety measures will be enacted at drop-off sites, however, health authorities have urged residents to only use the drop-off sites if it is essential.
Commercial and domestic cleaning services will be allowed to resume only for businesses who need urgent cleaning, such as end of lease cleaning, as well as cleaning for vulnerable people such as NDIS clients.
