The former Sydney FC, Brisbane Roar and Adelaide United striker gives Canberra coach Vicki Linton another dangerous string to her attacking bow as the club looks to build on last summer's top four finish.
For 27-year-old Toby, the move breathes fresh life into a W-League which had stalled upon moving to Sydney, where she went goalless last season after failing to start a single match.
"There were some options on the table but for me, after speaking to Vicki and hearing all the things about the team and the club, I just thought it's a good move for me and I'm wanted at Canberra and I'm just happy to have a new venture," Toby said.

"Being able to work off Michelle and vice versa, I think we will be pretty dangerous together. She is good at getting the ball at her feet and turning plays and I'm good at making runs in behind the defensive line so I think I'm excited and we will see how we go in preseason and hopefully [it] works well for us.
"A lot of what Vicki spoke about was the club and the team culture and I'm very big on that, I like to be surrounded by good people and by the club and by a supportive club which obviously Canberra is. Canberra has fantastic fans and I'm excited to be on the receiving end of the cheering and not the other end this season which will be nice."
