On Tuesday, Chief Minister Andrew Barr announced that Canberra's lockdown would be extended a further four weeks, with some minor easing to restrictions.
This included permitting up to five people to attend a business to provide click-and-collect services at one time.
Kel Watt, who runs the community association Braddon United Retailers and Traders, said Tuesday's update was "kind of underwhelming".
"A lot of businesses still aren't opening for click-and-collect, even though they might be able to because it cost them more money to stay open than they're bringing in," Mr Watts said.
"And that's not being recognised."

"If work projects are shutting down for businesses that ... engage us, we've got no work either," he said.
About 10,000 businesses have expressed interest in Business Support Grants, but only 1000 have received their payments one month into the lockdown.
A total of $17.26 million has been paid out, Mr Barr said on Tuesday.
Mr Watt said that having no update on the status of applications was causing uncertainty around "when we can operate, how we can operate and knowing that our businesses have a future".
"I would rather be told that there's no support coming for a month, because then I can sort of make arrangements [rather] than hoping every day that maybe today's the day," he said.
In a statement on jointly funded grants, the Chief Minister and Health Minister Rachel Stephen-Smith said they anticipated making further joint announcements in the coming days.

Canberra Liberals leader Elizabeth Lee blasted the level of support for businesses.
"Thousands of Canberra businesses are yet to receive a cent from the ACT government and over four weeks into a lockdown, this is beyond unacceptable; it is cruel," she said.
"The Chief Minister has been spruiking for weeks now that today he would provide a roadmap and plan for a safe transition out of lockdown but all he offered was a four week extension with little regard for Canberrans doing it tough."
Fyshwick Business Association President Rob Evans said "just allowing another three staff on board for most businesses won't make much of a major difference".
"But we understand that there was a need for real gradual easement, we're appreciative of their decision," he said.
He said the group was concerned that car dealerships had not been allowed to resume contactless trading, calling it an "oversight."
