The former Queensland State of Origin prop had offers from a couple of English Super League clubs, but it's believed he preferred to keep his young family in Australia.
That could see him return to his native Brisbane, where he grew up playing for Brothers Juniors before starting his NRL journey with the Broncos.
Lui's Raiders contract runs out at the end of October and he had hoped to remain in lime green, with Ryan James' switch to the Broncos opening the door for him to stay.
But the Green Machine announced on Tuesday his time with the club had come to an end after playing 89 of his 169 NRL games with them.
Lui made his Origin debut for the Maroons in last year's stunning upset series win over NSW.
But Raiders coach Ricky Stuart opted to rejuvenate his forward pack with some of the young bulls coming through.

They have both Emre Guler and Corey Horsburgh approaching 50 NRL games, if the latter can end his horror injury run, while retired Raider Sia Soliola was excited about Trey Mooney.
The 19-year-old's yet to make his NRL debut, but spent the final two months of the 2021 season as part of Canberra's Gold Coast bubble.
"Unfortunately Trey Mooney didn't really get his opportunity this year, but he's definitely one to look out for," Soliola said.
"He's very handy and he's quite a mature fella for someone of his age.
"Unfortunately Xavier [Savage] got hurt, but he's another kid as well.
"Brad Schneider, Clay Webb, who's a pretty handy footballer and unfortunately I didn't get a chance to play with him in [NSW] Cup.
"Michael Asomua I got to play with in the Cup team so there's a lot of really good young kids."
