ACT Health has confirmed open homes will be allowed to take place from October 29 as part of the territory's path out of lockdown.

The change will allow up to 25 people through the doors for property inspections, with COVID plans in place.

Since restrictions eased on September 18, buyers have been limited to private, 15-minute inspections by appointment only. The limited appointments have forced real estate agents to pre-qualify buyers to ensure they're ready to buy.

Aaron Lewis, senior sales consultant at Independent Property Group, said the restart of open homes will be "music to buyers' ears".

"It means they'll be able to see more property with less restrictions in terms of agents having to qualify them [and check] they've got finances ready," he said.

"They'll be able to make decisions a lot faster. We're seeing a number of buyers at the moment having to slow their decision making down because they are waiting for agents to come back to them so they can view the other properties before they can make a decision."

According to CoreLogic data from the beginning of October, Canberra's active property listings were down 28.9 per cent on 2020 figures.

Real Estate Institute of the ACT CEO Michelle Tynan said the further easing of real estate restrictions is hoped to give listing numbers a much-needed boost.

"Hopefully there'll be more properties coming to the market to enable a better selection for purchasers because we've still got far more purchasers than we do vendors," Ms Tynan said.

The institute will continue working alongside ACT Health to determine specific guidelines for real estate agents conducting open homes.

Restrictions on property auctions will ease slightly this Friday as the ACT emerges from lockdown.

From October 15, in-person auctions will be permitted to take place outdoors with a maximum of 25 people or one person per four square metres, whichever is fewer.
