Ivan Bruno Kovacic, 52, denies the allegation and has pleaded not guilty to a charge of committing an act of indecency without consent.
He faced the ACT Magistrates Court on Wednesday, nearly two years on from the alleged November 2019 incident, for the start of a hearing into the charge.
Opening her case, prosecutor Katrina Marson said Mr Kovacic had met the woman and some of her male work colleagues in a "hot tub" at the Civic apartment complex where the officer lived.
She said Mr Kovacic suggested this group, foreigners who have since left the country, should try some of his Australian craft beer.
They later went to the police officer's apartment, where Ms Marson said Mr Kovacic changed into nothing but underwear, or Speedos.
She alleged he then made "racist slurs" when his guests asked him to put more clothes on.
The prosecutor said the 52-year-old touched one of alleged victim's colleagues on the penis and punched him, prompting this man to hit Mr Kovacic and knock him briefly unconscious.
She said the alleged victim subsequently took Mr Kovacic into his room and tried to make sure he was OK, only for him to grab the woman's hand and pull it onto his penis.
Ms Marson alleged Mr Kovacic had also tried to kiss the woman, and repeatedly attempted to pull her shorts down.
She said his DNA had been found inside the waistband of the alleged victim's shorts.
Ms Marson later played an interview the woman did with investigators a few hours after the alleged crime.
MORE COURT AND CRIME NEWS:
The alleged victim, who is in her 20s, told a senior constable Mr Kovacic had initially seemed like "a friendly Australian".
But she things started to feel "weird" when she and her colleagues arrived at his apartment.
She described him as looking like the Despicable Me character Gru, saying he was much older and seemed "desperate for attention".
The woman said he had started "dancing up on" one of her colleagues before punching him, leading this man to get "pissed".
She said once Mr Kovacic had punched the colleague and this man had responded with a blow of his own, the 52-year-old "slumped against a wall" and started bleeding "everywhere".
The alleged victim described how she was subsequently left alone in the apartment with Mr Kovacic after her colleagues left.
She said she thought remaining there would be "the right thing to do, to make sure the gentleman was OK".
She detailed how she had started to clean the blood off Mr Kovacic, who was wearing only "Spanx".
The alleged victim said this was when the assault had begun, describing her memory of what had happened.
She said Mr Kovacic had become upset and yelled "just let me, just let me" as she resisted his attempts to pull her shorts down.
Defence lawyer Tim Sharman, in brief opening remarks, told the court there was "a large degree of factual dispute" in the case.
He said the contention was mainly related to what had happened just before Mr Kovacic was knocked out, and what had followed.
The hearing is expected to run for multiple days, continuing on Thursday before resuming again next month.
The court has previously heard Mr Kovacic served in the army before joining the Australian Federal Police, receiving "about five" commendations for his work with the latter over the course of some 20 years.
The force said, the day after the 52-year-old's first appearance in court, that he had been suspended from duty.
