Starling faces charges of threatening a potential witness and offensive behaviour.

The 23-year-old attended Gosford Police Station on Wednesday morning, where he was arrested and charged before being released on bail.

He's due to appear at Gosford Local Court on January 11.

Starling was one of four people involved in the alleged incident, which occurred outside Central Coast bar Mumbo Jumbo's over the weekend.

It's alleged the group were denied entry into the Terrigal bar before things became heated, with the group then walking away.

He's recently agreed to terms on an extended and upgraded contract until the end of 2023, with a mutual option for an extra year.

This incident could have ramifications on that and also Josh Hodgson's potential switch to the Wests Tigers.

Hodgson's in talks to move to the Tigers on a two-year deal, but the Raiders might be hesitant to let him go now.

The England international's contracted to the Raiders for 2022, but Canberra weren't going to stand in his way if he could secure his future elsewhere.

Starling was viewed as the long-term successor to Hodgson following a breakout couple of seasons in lime green.

He's set to form a new spine combination with Raiders recruit Jamal Fogarty, who has signed as the Green Machine's halfback for the next three years.

While he mostly came off the bench this year, his arrival on the field would see Hodgson switch to a ball-playing-lock role.

That was until Starling's season ended due to a broken jaw a couple of rounds before the end of the season.

"Police have charged four people following an alleged intimidation incident at a Central Coast bar at the weekend," a NSW Police spokesperson said.

"Three men and a woman were outside a licensed premises on The Terrigal Esplanade when they were refused entry from a 31-year-old security manager due to capacity limits.

"It is alleged the group became agitated and threatened the man several times before walking away from the venue.

"Officers from Brisbane Water Police District attended a short time later and attempted to speak to the group before a 23-year-old man and a 20-year-old woman fled on foot and the two other men - aged 20 and 25 - yelled and hindered police during their inquiries.

"An investigation was launched and following inquiries, three men attended Gosford Police Station at 9am [Wednesday], where they were arrested and charged.

"All four were granted conditional bail to appear at Gosford Local Court on Tuesday, January 11, 2022.

"Inquiries are continuing into the incident."
