As restrictions have eased, people have started to move out of the accommodation but the ACT government said it would consider exit pathways for those without a home.

Officials told an estimates hearing on Thursday it was the intention of the government to ensure ongoing support was provided to those experiencing homelessness.

Minister for Homelessness Rebecca Vassarotti said the motels and hotels also housed people who were unsafe in their homes.

"We are able to provide some emergency accommodation ... hotels and motels for people for a range of reasons and homelessness is absolutely one of those," Ms Vassarotti said.

"But we do also have people who may have had, you know, COVID-related reasons as to why they may not be able to safely be at home."

The program was announced as part of the COVID response last year and was managed by community organisation OneLink.

OneLink was allocated $300,000 for the program this financial year as part of the 2020-21 budget. There was $150,000 allocated to the program last financial year.

Seventy people who were in emergency accommodation have since moved out, with about 100 people still housed in hotels and motels.

Those who had left had either returned to private housing, into crisis and transitional accommodation, community housing or had left for interstate, officials said.

Ms Vassarotti said the government hoped to provide ongoing support and the service had provided an avenue for people to seek help.

"There is a significant number of people who will need long-term options," she said.

"One of the interesting things that has happened with lockdown is there are a number of people who have been rough sleeping for a long period of time that this has been a bit of an impetus for them to be able to engage with services in a way that they haven't been able to engage with before."
