It was the first time the daily tally had been in single digits for more than a month, but testing numbers have also dropped.
There were 20 people in Canberra hospital with the virus, including 11 in intensive care and four on a ventilator.
Sunday's update brought the total cases from the ACT's latest outbreak, which began on August 12, to 1586. There were 390 cases currently active.
The territory's vaccination coverage in its 12-and-over population has now reached 87.3 per cent.
There were 982 negative test results received in the 24 hours to 9am on Sunday, the first time the number of daily tests had fallen bellow 1000 since the start of the outbreak.
ACT chief health officer Dr Kerryn Coleman has previously warned it was still important for Canberrans to get tested.
"Testing remains a vital step in the way we manage COVID-19, especially now that we have eased restrictions," Dr Coleman said last Sunday, after testing numbers dropped.
"We are strongly urging Canberrans to continue to get tested with the mildest of COVID-19 symptoms and as soon as symptoms start.
"While the risk is lower, it is important everyone remembers that even if fully vaccinated, you can still contract COVID-19 and pass it on to others, especially to those who are unvaccinated."
The drop-off in the number of tests has been partly attributed to the changes in exposure location reporting, with fewer Canberrans required to come forward for testing even if they were asymptomatic.
There were more than 3500 tests conducted on Saturday, October 9 and 1508 tests on Saturday, October 16.

Victoria reported another 1935 cases on Saturday, two days after Melbourne exited its sixth lockdown, from more than 69,000 tests.
There were 11 deaths from COVID-19 reported in the state, which is managing almost 25,000 active cases.
There were 787 patients in hospital across Victoria, including 146 in intensive care and 93 requiring ventilation.
Canberrans will be able to travel to Victoria and Greater Sydney from November 1.
