The final report of a royal commission into Crown Resorts has been tabled in parliament in Victoria.

The government will immediately implement nine of the 33 recommendations, including the appointing Stephen O'Bryan QC as a special manager to oversee the Melbourne casino's operations for two years.

Other recommendations from the commission:

* The gaming regulator be equipped with new powers, such as requiring the casino operator to retain, at its own cost, a qualified expert approved by the regulator

* A manager, appointed to operate the casino should its licence be revoked, be granted full control of its operations and property

* That, in this situation, third parties would not be able to take possession or enforce security interests on any property retained by the manager

* Casino inspectors be granted additional powers including to ascertain whether money laundering, loansharking or the sale of illicit drugs is taking place

* Inspectors have free and unfettered access to all parts of the casino, including surveillance equipment, books and records and any interference with them be an offence

* The casino must make full and frank disclosures to the regulator, notify them of material breaches, and are prohibited from making false or misleading statements

* There must be increased limitations on the ownership of Crown shares, including no person may have more than a five per cent holding without the regulator's approval

* A majority of the casino operator's board are independent directors

* The casino operator must appoint a full-time chief executive officer, chief financial officer, chief operating officer and heads of gaming, surveillance, international and domestic VIP business and compliance

* Carded play must be compulsory at Crown Melbourne for all play

* The casino phase out the use of cash except for gaming transactions of $1000 or less

* It must keep a single account for all banking transactions by patrons

* The casino operator be prohibited from dealing with junket tour operators

* Crown Melbourne retain all security and surveillance CCTV footage for a period of 12 months

* Crown Melbourne enter into an information-sharing protocol with Victoria Police, as well as the Australian Criminal Intelligence Commission and Australian Federal Police

* Crown Melbourne player cards record playing times and buy-in amounts, as well as wins and losses

* The Your Play system be mandatory for patrons using pokies at the casino, with a preset loss limit the player can modify

* Punters may use the pokies for no more than three hours continuously before taking a 15-minute break, can play for no more than 12 hours in any 24-hour period and no more than 36 hours per week

* A Gambling Data Commission be established made up of three people - one each appointed by the regulator, Crown Melbourne and the Victorian Responsible Gambling Foundation

* The maximum fine for disciplinary actions increase to at least $10 million (the government on Tuesday said this would be increased to $100 million)
