Police said on Monday that they received reports a car had hit a man at the lookout about 11.30pm on June 3.
They found a 26-year-old man with critical injuries laying on the road.
ACT Ambulance Service paramedics took the man to Canberra Hospital.
The woman is facing one count each of negligent driving occasioning grievous bodily harm and not stopping to give help.
On Monday in the ACT Magistrates Court, her lawyer Priyanka Koci entered not guilty pleas on her behalf as she did not appear.
Ms Koci said the matter would benefit from a pre-hearing mention because they were "expecting a large number of experts to help reduce court time needed".
After laying the charges, police said "several people assisted ACT Policing's major collisions team throughout the investigation, which lead to an 18-year-old Calwell woman being identified as the driver of the vehicle involved in the incident".
They asked anyone with further information about the incident to contact Crime Stoppers on 1800 333 000, or via the Crime Stoppers ACT website and quote reference 6815364.
