Firefighters lifted the dog down with a cherry-picker on Eastlake Parade along the Kingston Foreshore.
An Emergency Services Agency spokesperson said the rescue mission had been completed by 6pm, though the road remained closed southbound from the intersection of Wentworth Avenue to Giles Street.
A neighbour wrote in a message that the dog had been wandering around the ledge of the building before it ducked back under the balcony railing.
